File Number: 82-Grandview Estates-Canton Date: April 7, 2016PUBLIC NOTICEPaul Schyck, Pulte Homes, 100 Bloomfield Hills Parkway, Bloomfield Hills, MI 48304, hasapplied to this office for a permit under authority of Part 301, Inland Lakes and Streams, andPart 303, Wetlands Protection, of the Natural Resources and Environmental Protection Act,1994 PA 451, as amended. The applicant proposes to place 1,141 cubic yards of fill material in0.27 acres of wetland; install a total of three crossings including an 87-foot long by 72-inchdiameter concrete culvert in the Fowler Creek, a 44-foot long by 72-inch diameter concreteculvert in the Fowler Creek, and a 296-foot long by 24-inch diameter concrete culvert in theHolly Drain; install a total of ten utility crossings under the Fowler Creek, Holly Drain and SinesDrain including a 20-inch and a 30-inch diameter water main, a 24-inch and a 30-inch diametersanitary, a 30-inch and a 42-inch storm water and a 4-inch diameter conduit using jack and boremethods. The project, Grandview Estates, is located north of Geddes Road and east of BarrRoad in T2S, R8E, Section 31, Canton Township, Wayne County, Michigan.THIS NOTICE IS NOT A PERMITThe proposed project may also be regulated by one or more additional parts of the Natural Resources andEnvironmental Protection Act, 1994 PA 451, as amended (NREPA) that are administered by the Water ResourcesDivision (WRD). The requirements of all applicable parts are considered in determining if it is in the public interest toissue a permit.When a permit application is received requesting authorization to work in wetlands of the State of Michigan, pursuantto Part 303, Wetlands Protection, of the NREPA, the NREPA provides that the department submit copies for review tothe department of public health, the city, village or township, and the county where the project is to be located, thelocal soil conservation district, any local watershed council organized under Part 311, Local River Management, ofthe NREPA and the local port commission. Additional notification is provided to certain persons as required bystatute or determined by the department.A city, village, township, or county wanting to make comments on the proposed project shall furnish this office with itswritten comments no later than 45 days from the date of this notice. All other persons wishing to make commentsshall furnish their written comments to this office within 20 days after the date of this notice. Written comments will bemade part of the record and should reference the above file number. Objections must be factual, specific, and fullydescribe the reasons upon which any objection is founded. Unless a written request for a public hearing on thisproposed project is filed with the department within the 20-day public comment period, the department may make adecision on the application without a public hearing. The determination as to whether a permit will be issued or apublic hearing held will be based on evaluation of all relevant factors defined in Sections 30106 and 30311, or permitcriteria defined by other appropriate parts of the NREPA. These Sections address the effect of the proposed work onthe public trust or interest including navigation, fish, wildlife, and water quality among other criteria.
